                  Well, I don’t know what it was supposed to be used for, but my Mom used a topper and a bottle just like this before she had a steam iron - she would shake out water onto clothing, then iron.

                  You nailed it. If I begged hard enough mother would let me sprinkle the water on the item being ironed.
