Can they prepull a Social Security Supplement based on a projection and not an actual wage?

Recently I was informed by a Social Security representative they would hold several months of my supplement now based on projected income earnings over the Federal mandate of allowed annual earnings outside of Social Security rather than wait and see if I earn that amount. Is this a true thing? Is that how it is done?
