Moving: Medicare out-of-pocket limit

Since I am moving, I need to switch Medicare C plans.

 

Will the Part D out-of-pocket limit be reset to $2,000 when I switch to a new plan, or does the prior value carry over? 

Will the $450 drug deductible I paid to first plan be applied to new plan's out-of-pocket limit?

My understanding is that the out of pocket limit resets if you change plans.  As most people switch plans at the end of the (calendar) year, this should not affect them.  However, if you move out of your MA Part C network area in the middle of the year, you're probably out of luck.
