Derogatory terminology

Why does the Community Forum allow topics to be posted with derogatory terminology and unfounded accusations intended to incite dissention?  I have seen otherwise valid topics with outright nasty derogatory terminology being used to refer to the current President and his administration.  

Civil discussions should be promoted but many topics are clearly intended to incite dissention.
