coercion abuse

My mother is a victim of coercion abuse and is in danger of financial fraud from a man she is seeing.  I have not spoken to her in over 3 weeks.  I have filed reports with adult protective services.  I am unable to visit. The man sends very long messages from my mother's phone. My siblings and I were told we can't visit without prior approval. I'm devastated.
