AARP Medicare Advantage from UHC CA-0032 PPO

My husband called UHC to ask why there are no PPO plans for 2025 in our zip code (95747). He was told that it was Medicare that wouldn't accept them. He called Medicare and was told that it was the providers choice on what types of plans to offer. So, basically, we got no straight answer. I've not been able to find any UHC offerings other than HMO's which I think suck. We had one in 2023 and it caused lots of problems trying to use specialists in the area. In 2023 this PPO plan was 'under negotiation' until January of 2024 and was not listed as available until after the close of the enrollment period. We signed up for a different advantage plan then used the Medicare Advantage open enrollment period from Jan-Mar to change to the PPO we wanted. So, maybe something like that is going on now?
