New Research Findings for arthroscopic knee surgery

I was wondering why Medicare picked this particular procedure - Arthroscopic Knee Surgery - to add to the Prior approval test in several states.
(WISeR (Wasteful and Inappropriate Service Reduction) Model
Looks as though medical necessity with this procedure does need to be documented for approval.
Why do this when other other methods also work well especially if there are conditions that would make the procedure even work better if it is approved.
