Website always had "Blip's" with their on-line system

Trying to get a auto/home quote. I keep getting this message when i start typing in my address:

It’s Not You, It’s Us

We’re sorry. Our system just blipped.

M-F 7am-8pm, Sat-Sun 8am-6pm, ET.

Why do I keep getting this message?
