Month of Election

I'm retiring on September 30, 2025. If I select September as the month of election, my income for that month will exceed the $1950 limit resulting in no payment due in October. Since I won't have any countable income in October onward, I assume I should select October as the month of election, with the first payment to be received in November. Is my understanding correct?
