Can anyone tell me WHY Gateway is a National Park now??

According to the National Park Service:

 

The Gateway Arch is a national park to commemorate Thomas Jefferson's vision and the Westward Expansion of the United States, not because of its natural features. Established as the Jefferson National Expansion Memorial in 1935, it was re-designated as Gateway Arch National Park in 2018 to boost tourism and economic development. The park, which includes the Arch and the Old Courthouse, is the smallest in the U.S. and focuses on a specific historical and cultural feature rather than large-scale natural conservation. 
 
Why it's a National Park:
 
The primary reason for the designation is to honor Thomas Jefferson's vision of a transcontinental United States and the historical significance of westward expansion, which the Arch symbolizes. 
 
 
The Arch and the associated grounds are an iconic part of St. Louis's identity and represent a key point in America's Age of Westward Exploration. 
 
The name change from Jefferson National Expansion Memorial to Gateway Arch National Park aimed to increase interest, economic development, and tourism for the city. 
 
Unlike most national parks, which focus on preserving large natural areas, the Gateway Arch is a National Park focused on a historical monument and cultural features.
