Signing Out Does Nothing

After signing out, the Community Home Page, indicates that I must sign in but the little message envelop is still showing up and I can post til the cows come home.

 

This has happened before in the distant pass but this is the 1st I have seen it happen in awhile.

Something is preventing a person from completely signing out.

 

On this device, Windows 10, I am using FireFox - haven't checked my other devices running different browsers.
