Consumer Cellular Issues

Consumer Cellular piggybacks on AT&T and T-Mobile. In my area AT&T service can be spotty. I do not have service in parts of San Francisco and Sonoma county where individuals who use Verizon, for example, receive service. 

Customer Service is bad. I ordered a telephone which was not delivered and evidently lost in the mail. Consumer Cellular customer service told me that it was my responsibility to track down the package, and if it could not be located I had to file a claim with the post office.  The USPS requires that the sender (Consumer Cellular) file a claim. Shouldn't customer service know this?
