Disparity in Quantity of Gift Card Purchases

Why can you buy 25 gift cards for Carnival (parent company of Princess ) and only 5 for Princess Cruises. What is the logic of one being premium and one not. Is there a possibility AARP could increase the number of gift cards for Princess to 25 per month like Carnival OR offer $1000 increments because most cruises far exceed the $500 X 5 allowed per month.
