Congestion in ear causing problems

I have a serious hearing loss, & once every so often, get congestion that worsens the problem-can hear some, but understanding what I hear is very troublesome. Dr. prescribed a med that hasn't worked. So, she prescribed Amoxicillin-10 days worth. This had better help. Wish I knew what causes this congestion & could I do something to help prevent it ?
