Insurance not processing rehab from hospital

My mom had surgery 2 weeks ago. Doctor's said she was ready to discharge to rehab last week but the insurance is dragging their feet approving the request.  Nurses are not really helping her anymore and she lies in bed most of the day until they help her to sit in a chair for a bit.  They yelled at us for helping her walk.  She cries all day and wants to get to rehab.  She is rapidly declining due to getting almost no exercise.  They check her blood pressure and give her meds and that is about all.  

She is also taking up a much needed bed in an ICU step down room.  And she has a roommate who talks all night and keeps the lights on so mom is not sleeping either.  We need help.
