Phishing from driver's test

I started to sign up for the AARP Safe Drivers test in order to obtain a discount on my auto insurance.  However to sign up for the test I had to agree to allow my personal information to be shared to anybody and everybody.  I tried to deny that sharing, but you would not accept my application without that approval.  

 

I thought AARP was against providing that kind of personal information willy nilly so it can be used to for identity theft, phishing and other nefarious schemes.
