AARP Jobs Board - Who Can See Resume/Cover Letter Uploaded to Profile

Here's another question about the job board. Sorry, again, if I am asking about the obvious...

You can upload your resume and cover letter to your AARP Jobs Board profile.Who can see my resume and cover letter once I've uploaded it?

There is a separate option that you must choose to allow Employer Pledge Program companies to search for my resume.

Is the resume/cover letter upload feature a two-step process only for sharing your resume with pledge program companies, with the steps being as follows?:

1. Upload your resume and cover letter to your profile.
2. Select the option to Allow Employer Pledge Program Companies to Search for my Resume.
