On the IRS GET MY PAYMENT tool page, it says:
Didn't file a return in 2018 or 2019?
If you have a filing requirement and have not filed a tax return for 2018 or 2019, you must file a 2019 tax return to receive the payment.
This does not mean that you might have to pay any taxes - cause that has to do with the actual numbers and any deductions. Filing requirements are based on income and your filing status.
The IRS has a page where there is a tool by which you can determine if you need to file a tax return. It is easy and gives you your answer.
