Cola effect on Spousal benefit.

In planning for my wifes  retirement next year trying to take a guess at her SS.   I have an SSA account for both of us and know the calculators are there.   My question that I can't seem to find a clear answer on is what her spousal benefit is based on.  I started receiving SS at FRA back in 2021.  When I started my amount was

2021 - $3099  - Is her benefit based on this number or the 2023 number.

2022 - $3294

2023 - $3580

Your wife will receive as much as 50 % of your benefit for the given year (including COLA). It will be reduced if she is not at her full retirement age.
