A family member has resource in overseas banks(fixed deposit) but it is under litigation

An elderly family member in India has resource that is worth more than 2000$ i.e. fixed deposit but she can not use it or access because there is a lawsuit against all of her resources including her home. She is aged and disabled/retired with no income. Can she apply for SSI even though her resources are more than ssi limits (because of litigation)

@LeeC678785   Have you visited the Social Security web site and checked there? I take it this person is an American citizen living in India. Call your closest SS office and ask them.
