Taxpayer Bailout of Studen Loans

In the July/August AARP Bulletin, AARP supports taxpayer bailout of govenment obtained student loans. Why aren't these loans given by colleges and universities or by financial institutions?  If there are defaults or problems repaying them, let the schools or banks bear the brunt.  Taxpayers should not bear the burden of paying for higher education for others.  Taking out a student loan is a choice and requires responsibility for repayment.  Also, the majority of students finishing college will make tons more money than someone not attending college.  They will be more than able to so pay off their loans once they get a jobs.  In addition, this is not fair to those who have paid off their loans.  Again, AARP promotes taxpayer bailout for deadbeats.  Why not go after colleges and universities for the obscene tuitions they charge?
