Vestal Virgins were real. They were dedicated to keeping the sacred fire burning on the altar of the goddess Vesta.

I don't know if there were 16 and I refuse to comment on their virginity.

I will say I read abut them in Robert Graves' book, I, Claudius. I read the book because of the PBS series based on the book. Might have originally been a BBC series, not sure.

In any case it was an awesome series.
