Retiring in Mexico

My wife and I are in the early stages of planning our retirement in Mexico.  Medicare, of course, does not cover US citizens living outside the US.  I stumbled on a white paper proposing why extending Medicare coverage to Mexico would be a good idea.  I'd like to find out what, if anything, AARP might be doing to lobby congress regarding this idea.  Here's a link to the white paper in question.

I haven't contacted AARP directly yet.  I was hoping to get some more information on this forum before I do that.
