You really should read or listen to the highly baiting press conference you would see the true context of the words. And you would learn it was not a defense of the Kluxers.

We do talk about the number of people killed, but with the firepower that the white terrorists have used, what about the others who have been seriously wounded, received wounds, witnessed the event, responded to the carnage, family, friends, and neighbors affected, and the heartbreak for the community. 

This sort of event is somewhat like a nuclear explosion which has different zones: initial blast area, secondary area affected, and a zone of the after effects.

But that’s the point of a terrorist’s objective...to affect as many people as possible, to spread fear and terror.
