Interesting observation. I don't think there's one answer, but I've always felt revenge is part of justice. For example, if someone murders someone you love, watching them get a Life Sentence without Parole, or the Death Penalty, is clearly justice served. But I think revenge is incorporated into the justice system. In this case, seeing them punished severely is a form of revenge.
