The Constitution Absolutely Prepared Us for something like this
1. Article I, Section 9, Clause 8 of the United States Constitution - that prohibits the federal government from granting titles of nobility, and restricts members of the government from receiving gifts, emoluments, offices or titles from foreign states and monarchies without the consent of the United States Congress. We already have investigagions regarding any of htis and I do believe that theere are already court proceedings.
2. Impeachment Clauses. Article 1, Section 2, Clause 5. - The President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors. You already know that ths won't work under the present circumstances.
3. Based on precedent, statutes, and court rulings, the House and the Senate each have the power to invoke three types of contempt proceedings if a committee believes someone is obstructing its investigative powers. But the lack of cooperation from the Senate is what we don't have today.
The first type of contempt power is a citation of criminal contempt of Congress. This power comes from a statute passed by Congress in 1857. Once a committee rules that an act of criminal contempt has occurred, the Speaker of the House or Senate President refers the matter to the appropriate U.S. attorney’s office, “whose duty it shall be to bring the matter before the grand jury for its action.” However, the Executive Branch in prior situations has claimed that it has the discretion to decide if a grand jury should be convened to hear the charges. But if the case goes to a grand jury, fines and a jail term could result from the ensuing criminal prosecution. Obviously, the Democrats want to avoid any cour proceedings at all cost because of the time tha it takes to have any action.
The second type of contempt power comes in the form of a civil lawsuit brought by the House or Senate, asking a court to enforce a subpoena. The Senate and its committees are authorized to bring such a lawsuit under a federal statute. There is no similar statute that applies in the House, but the federal district court in Washington, D.C. has decided that the House can nevertheless authorize its committees to bring a similar civil suit for enforcement of a subpoena. In either case, an executive branch member can contest the subpoena “based on a governmental privilege or objection the assertion of which has been authorized by the executive branch of the Federal Government,” the CRS said. Again same reason as above,
The third type of contempt power—Congress’s dormant inherent contempt power—is rarely used in modern times. Inherent contempt was the mode employed by Congress to directly enforce contempt rulings under its own constitutional authority until criminal and civil contempt statutes were passed, and it remained in use into the twentieth century. Under inherent contempt proceedings, the House or Senate has its Sergeant-At-Arms, or deputy, take a person into custody for proceedings to be held in Congress. UNfortunately this is a very weak move and I don't think this would work. fine probably are better.
Although these powers are not directly stated in the Constitution, the Supreme Court has ruled on multiple occasions that they are implicit as an essential legislative power held by Congress.
Like you have stated, they are powers not statd in the Constitution. and depending of the Department of Justice today, is like depending on winning the lottery.

I can't speak for the Democratic party but, as Trump once pointed out, only the Mafia takes the fifth.

As to the rest of your comments - currently we still have a Constitution - admittedly Trump is being allowed to simply Ignore it because the Democrats Lack the Ability or the Will to Enforce the Constitution - but right now the US Constitution is the Law of the Land - We just need someone to Enforce it
Regardless - there is no where in the Constitution where it says - if the Dept of Justice does a Investigation then that eliminates the Oversight Powers of the Congress
You might Remember the DOJ did a Investigation of Whitewater and found No Criminality on the part of the Clintons - Clinton was still Impeached
You might also remember the DOJ investigated Hillary Clinton and the Benghazi Incident and found No Criminality - but that didn't Stop the Republican Congress from Holding Multiple Hearing for years on Benghazi
The only difference between those things and now
1. Hillary Clinton Agreed to Testify - Trump won't let anyone Testify

DEMOCRATS LACK THE COURAGE THE WILL OR THE COMPETENCE TO HONOR THE CONSTITUTION
Lucky for Trump & The Trump Cult
I sense and understand your frustration. but, I don't think that the Democrats can be really blamed for what they are unable to do.
I have been listening a lot about this, and see many journalist also frustrated by the fact that nothing is advancing. and nothing seems to work.
Unfortunately, The Constitution failed to really prepare us for anything like this.
And now we are seeing the consequences of what happens when you have a president in the White House like Trump.
They know if they go to court, there is a chance that they could loose, and that is the last thing that they want to do. If they cannot negotiate with the other side like we have seen, they do have some options but I really don't think that they are very productive. like fines, for example. The White HOuse can hold on and by simply doing nothing they are simply going to run the clock and nothing will happen and the Democrats in a way will look like they can't accomplish nothing
Please don't tell me that you think that impeachment is the way to go. because you know that is not. at least at this time.
I don't know if Mueller will ever testify. at all, Sorry, but the doors are pretty closed that the WH knows it.
The only solution that I see is to discredit them , YOu have the tariffs now, they will fail and hurt many, and also the economy, if it does, then people will start to notice Otherwise don't expect people to pay attention to anything.
If Roe vs wade gets overturned you may have another things that the Democrats can also play.to their advantage. Women don't care for having no options.
In the meanwhile let's see who are the ones that can really offer something fin the next elections. and pray that people will vote.
And yes, if we go to war in Iran, that will be to the advantage of the Democrats. the region will become destabilize and Trump will really be in big trouble.

Thought that trump claimed that he was the most coooerative and transparent president ever. Looks like a lot of stonewalling and opaqueness going on here.
If he is so innocent, why is he acting so guilty? And lie so often.
