Time to change federal flood insurance
President Obama recognized this problem and made it far more difficult to build in a flood plain. Unfortunately, dumbo Trump recently wrote a new Executive Order, negating President Obama's attempt at sanity. Of course our Trump loyalists praised their hero for that foolish move. You wouldn't expect them to use logic and/or criticize their hero, would you?

See....what happened with Sandy and Harvey is going to happen again with ever increasing consequences. Increase of violent storms go right along with climate change and global warming. It all has to be paid for somehow.
Agreed.
Flood plains are called flood plains for a reason, sea level rise, climate change, and more frequent and stronger storms are going to change how often and how badly flood plains go under water.
Areas not considered flood plains today might become flood plains in the future.
The best solution is to just not rebuild in flood plains, if the owners have flood insurance just buy them out and tell them to move to higher ground.
Don't issue building permits for dwellings in flood plains, as existing buildings are destroyed don't replace them in a flood plain.

That makes sense. If the insurance companies want to insure you - so be it but they too are on their own.

all fine by me. the riverbank i live on is 35 ft or so, and upstram and downstream the bank is about 5 ft opening into miles of territory. if my plac efloods its time to build an ark.

There is a far more effective way to control the problem. Require building permits for any NEW, REMODELED, RECONSTRUCTED OR REPAIRED structure without exception. Don't issue ANY permits for NEW OR RECONSTRUCTED structures located in hazardous areas. Define RECONSTRUCTION as repair or rebuilding which exceeds 50% of actual value before damage. Require NEW and RECONSRUCTED buildings to fully comply with current codes meeting standards capable of resisting damage in the event of a disaster. Set allowable limits.
Do not issues any permits to any hazardous industry, activity or structure to be located in any designated hazardous area.
Attrition will eventually clear the hazard zone of structures that can endanger life or incur costs for anyone except the property owner. Require insurance in all instances, except for structures 'hazard proofed'. So, now.....suppose only the Guv'mint will issue insurance and it costs a bunch. It shouldn't be subsidized...unless The People say it should. IF you can't do it for yourself and you have to get help, I guess that's what Government must be for. Sounds reasonable to me.

We do know it's coming. We may not be able to do much about it now. Don't build or rebuild in a hazard zone. Oh, and by the way, figure out what to do about earthquakes, volcanos, etc....you know, the stuff that Science can do reasonable predictions about....from facts.
Of course, that raises an issue about where people can go when they can't go back to where they were. Good question. Ask 'the donald'. I'll bet he has an answer you won't like much when it's you he's talking about.
