Adult Undocumented immigrants didn't have healthcare coverage.

Adult Legal immigrants didn't get coverage under Medcaid until they had been here for 5-year.

Those two groups are being added to the roles of Medicaid - MediCal in CA - under the legislation passed yesterday - I think it has a couple more steps Togo before it is signed into language by Gov Brown.

 

For the Single payer plan which they are working on, yes, some type of taxes will have to be raise and that is a sticking point.

 

Support for a Single Payer system drops substantially with the mention of a couple  of things things.

1.  Higher taxes

2.  Having to lose what you currently have

3.  Excessive government control

ModernHealthcare reported this morning that California's General Assembly has passed a bill to become the first state to extend Medicaid coverage to immigrants, regardless of their status. The bill, known as AB 2965, passed the Democratic-controlled Assembly 33-21 on Wednesday. The proposal would eliminate legal residency requirements in California's Medicaid program, known as Medi-Cal, and the state has already nixed the requirement for individuals younger than 19. Politico 05/21/2018 - California rebukes Trump with health care push for immigrants

 

Check - one step almost done - remember this new group of immigrants regardless of their status will have to be at the expense of the citizens of California 100% - no Federal match for this group without a change in the Federal law.  Adding uncovered adults, especially the undocumented, isn't somethng a waiver can be requested.

Good point.

California recently moved up to the 5th largest economy in the world - passing the UK, who also provides healthcare to all.

I do think CA will have hurdles, beginning with Congress and the insurance companies.

Gail  bein  one of the proponents that California should secede  from the rest of the Union. that would be the only way. that a Single Payer could become successful.
Otherwise they will be wasting their time.

Single payer you know as well as I know needs a centralized an uniform rules and regulations and not one has it and another doesn't 

So please. do at least state the fallacy of such a movement if is really a movement that California is considering.Because it will fail

Of course, it exist and that is what CA is trying to get to, at least by some.

 

No insurance involvement at all - the Single Payer, in this case, CA, would cover healthcare of their residents - all of them - young, old, rich, poor, documented and undocumented citizens, employed and unemployed - EVERY resident.

 

Course, they would also be in charge of determining exactly what health care would be covered too.

Do you mean Single Payer "heath Insurance" in California? As far as I know, Single Payer "heath care" does not exist anywhere.

Single Payer is not a plan that can work in one State and not the other. it will fail. 


Granted it would be difficult doing it by state but I am thinking more about the difficulty of the money needed and federal Medicare, ERISA, ACA which would have to be done over at the state level.

 

States already have different Medicaid programs - no big deal - if you move, you just have to deal with whatever the eligibility and system in your new state.

 

If any state has the wherewith to do it, and find the money - I think CA could. 

Will just have to watch and see -

No, it is about who sets all the rules and not only does the paying but HOW THEY CONTROL COST TOO.

 

Sure some insurers can take part but not in any way other than some administrative work; just like original Medicare now. 

 

Thus far, CA hasn't gotten to submission of any related waivers yet.  Nor have they tried to change any laws in Congress like ERISA, ACA, Medicare, Medicaid.  They will have to, sooner or later, if they want their plan to work - but there are other steps which they will have to pursue 1st - like getting the OK from the citizenry to work on it after determining all the funding sources - including new taxes.
