Kicking the can down the road is celebrated by the GOP. And now we are treated to the news, that it really isn't about people, it is about funding for counselling that will solve the problem.

Guess you just don't keep up.
Here are a few of the happenings -
Federal Officials Approve W..Va. Plan to Expand Medicaid Coverage for Drug Treatment
States have to apply for a waiver and outline how their plan will work, save lives and cost.
Under Section 1115 of the Social Security Act, the secretary of the U.S. Department of Health and Human Services can waive certain Medicaid rules. In the letter, CMS told state officials that under Section 1115, they could “test Medicaid coverage” of more types of substance abuse treatment, but must demonstrate improved care and be budget-neutral.
Medicaid does not pay for addiction treatment at “institutions of mental disease” with more than 16 beds, due to a 1965 rule enacted during the push to move patients from state psychiatric hospitals to community-based services. Beane said the waiver would allow Medicaid to pay for services at residential treatment facilities, but Medicaidmwill not be paying for recovery housing.
West Va wants to use peer recovery counsellors but they have to figure out a way to license them.
All the states are having to determine the best way to do this and figure out the cost, what they need, where will it happen etc.
W.Va should be up and running by next summer - government's moves slowly but there is a lot to do. We could just give them a block grant and say go for it.

Absolutely
We're also starting to talk about the true gateway drugs, prescription opiates.
On the bright side.
As more and more states make pot legal the use of pot continues to decline.
There also seems to be a correlation that when states make pot legal opiate use declines, perhaps people switch to pot to manage pain.
So there is some progress, but it's in spite of Trump not because of him.

"Opioids" is a Bright Shiny Object (BSO) to distract us from what is truly important and SHOULD be actioned - like the 45,000 that dies each year because they cannot get health care in the USA!!!! while the right wingers walk quielty by on the other side of the road!!!!!!
We need to take care or we (that NEED OPIOIDS) will be deprived of them by those looking at BSO and ignorant of our needs.

Trump himself is an 'opioid' that many seem to be hopelessly strung out on !

It appear's Mr. Trump can ad lib a state of emergency declaration but after a month there is no official declaration of a state of emergency. Once again, the famous Trump short attention span seems to have kicked in. Either that or the equally famous Trump inability to govern due to incompetence kicked in.
I will keep mentioning this about once a month just to remind you how ineffective this president is at everything but shooting his mouth off.
