MORE AREAS OF DISAGREEMENT IN THE PRESUMTIVE NOMINEE'S, J OE BIDEN, HOUSING PLAN

  • Provide Section 8 housing vouchers to every eligible family so that no one has to pay more than 30% of their income for rental housing. Roughly three in four households eligible for Section 8 rental assistance do not receive housing assistance because the program is underfunded. Biden’s approach is straightforward: the Section 8 rental housing assistance program should be fully funded so that everyone eligible gets the assistance they need to pay their rent for a safe home. Biden will devote resources to both voucher-based rental assistance and the project-based program. Over time, this approach will provide assistance to at least 17 million low-income families. And, as part of the Homeowner and Renter Bill of Rights, Biden will enact a law prohibiting landlords from discriminating against renters receiving federal housing benefits.  

The "law" linked in the above proposal is S.1986 - Fair Housing Improvement Act of 2019 - Senator Tim Kaine (D, VA) 116th Congress (2019-2020)  introduced 06/19/2019.

I am only quoting and considering the part that has to do with the above - Section 8 housing vouchers.

 

The bill would prohibit housing discrimination based on source of income, veteran status, and military status by adding them as protected classes under the Fair Housing Act of 1968. 

 

Preventing discrimination based on source of income is particularly important for low-income households with Housing Choice Vouchers who are often turned away by landlords unwilling to participate in or unfamiliar with the program.

 

“Where you live has an enormous impact on the opportunities you and your children have in life - everything from educational attainment, to lifetime earnings, to better health to life expectancy,” said NLIHC President and CEO Diane Yentel in a press release with Senator Kaine. “For too long, discrimination has prevented low-income people from living in neighborhoods of their choice – including communities with jobs that pay decent wages, good schools, healthcare, and transportation – simply because they rely on federal housing benefits to make ends meet. This legislation is an important step towards righting this wrong.”

 

The problem with the comment above from the NLIHC CEO is that in areas such as this there is gonna be great demand for a rental.  So market based rent is gonna be high.  These Sect. 8 renters are gonna be competing directly with other renters who are not getting a hefty subsidy from the government.

 

Being a landlord is a business with risk that have to be minimized.  A landlord has every right to have any perspective tenant fill out an application with all pertinent information especially that of employment and salary range.  The landlord also has the right to pull a credit report on any perspective tenant.  They do this to protect their exposure to risk.   In essence, the landlord is extending credit to a tenant - a promise to pay for the term of the lease.  Regardless of their Sect. 8 voucher - the individual is responsible for their part of the rent.  Sect 8 vouchers can also be pulled at the drop of a hat if the government finds a problem with the tenant in eligibility.

 

If the government can dictate the terms and conditions of a Sect. 8 tenant, which they do, a landlord should be able to protect themselves financially also.  This isn't discrimination - this is good business sense !!!  

 

“I’ve seen firsthand the impact that discrimination has on a person searching for a home,” Senator Kane stated in his press release. “We can no longer allow these barriers to keep families and veterans from finding a stable place to live.”

 

When a person applies for a mortgage, they have to reveal the source of the down payment or any monies that are coming from another party - government or private party.  Being a renter is no different in this regards - where the money is coming from should be disclosed (Sect. 8).  Biden (Kaine and the NLIHC) are all wrong in this rulemaking.   Hiding the Sect 8 payment criteria to the landlord from the government is underhanded.

   Take a pill Gail....As much as there are a lot of great progressive ideas that obviously give you palpitations, we do know that linking an idea of fair housing and tying it to a piece of earlier legislation does not mean anything - but perhaps a starting point for designing a project to approach Fair Housing costs for low income and Veterans.    

    I imagine the only thing that RW hate about Section 8 housing is that they cannot rip of the tenants in the same underhanded way  that they can  and do when the owners are private companies, aka Hedge Funds, etc.  Or even like Fred Trump did.

@GailL1    You seem to forget, that none of this will take place unless it becomes law.  and that takes Congress, Senate and a President.
You seem to forget that Biden is not Trump that does everything by simply the wave of his had. thru Executive Actions.

A Presidential candidate, especially this far along in the game and is the presumptive nominee, runs on their platform - sanctioned by the Party.  In this instance, his platform is backed up already with proposed legislation that is waiting in the well.

 

If the election goes as many here seem to think it will - bye-bye Trump, bye, bye Republican - how fast do you think all this proposed legislation and Biden's platform is gonna take to be put on the fast track?

This election is different than any other election this country has ever had. Trump will become full Dictator if he is in office after this year. He has taken the same path as Hitler did in Germany. Hitler succeeded and we all saw what happened. WW2.

The only thing that is going to happen in this country the next 4 years if Trump goes will be the undoing of all the damage Trump has done in 4 years. That is Bidens campaign platform and it should be.

Sorry, In a way, this  has been an awakenig  for this country, Now you realize that any Democracy needs to be nurtured and always vigilant or it will collapse.

Having followed Trump for years in his business life I long ago new he was nothing more than a NY Mob Boss. That is what he ran for years. I have been warning people in here about him for 3 years now, and everything I told them has come true so far. I hope I am wrong about him becoming full Dictator like Hitler did. The far right took over the Rep party, and Trump took over the far right and they destroy the USA just like the far right has always destroyed everything it touches.

Lets hope people wake up by NOV and he can end the Trump far right mess.

@GailL1   Do you remember Mexico will pay for the Wall,? do yo remember all the things that he Promised in 2015-16?  and none of them has happened.? Please, by your   bye bye Republican Party or the Trump's party? 
You now seem to think that this is not a Democracy any longer, I guess we have had an example not only with Trump but with his AG and the impeachment process and everything that has happened.
Yes what ever Biden wants to institu, it will go thru the Senate, thru  Congress and it will have to pass in order for him to sign.  and as you know, there will be people that will agree with what you are saying and if if is that bad as you think it is will not become law.  That is what happens in a Democracy, but I guess almost 4 years of not having one seems to be forgotten and in the past.

If Biden is elected and the House is held by the Democrats and the Senate swing to being majority Democrat; maybe even a super majority - what is there to stop Biden in his platform which many Democrats support?

 

There will not be any type of divided government - Biden and the Dems are home free to be as progressive as they want to be - cause they will have the votes in the House and Senate and the Executive branch.

They do not have the platform ironed out yet - that is done at the convention - but it is getting close.

You can see the ones from 2016 under issues.

I bet you can guess most of them - the word of the year is PROGRESSIVE

 

Just can't wait to see who the VP choice is - don't think there are any in the running that aren't

PROGRESSIVE.
