When government issues a contract for something to be developed for them - this is no different than a private company doing the same.  It is called "work for hire" and the entity that is advancing the money for a product should also own the copyright or patent of such a product.

 

It seems to me that the DOJ or at least IG should look into this further - this debacle crosses over several Administrations and several large companies. 

 

Where are those Media giants when there is some really complicated matters to be investigated with minute detail. 

 

Seems to me, the American people have been hookwinked here - we didn't get what we paid for and for which there is tremendous need presently.  Maybe the Federal government is just too big and too complicated to keep up with some of the things that really matter and which we pay good (and a lot of) money to private companies.
