The Memorandum is an opinion jim.  It is not law.  The rule of law has never had to deal with a mob boss as president.  Even following those 'opinions' dt is not going to escape prosecution if he is found guilty of civil and or federal crimes.  He is not King of the USA.  I believe just the potentional exposure of his crimes has limited him from day one in his capacity as president.  There is a tipping point that we as a country have not yet seen to be completely tipped over the edge.  That could happen any day.

You know what they say about Giuliani.  If you don't like what he says, wait a minute so he has time to walk back and replace the statement.

How is he doing with that whole "Trump paid Cohen" thing?  Has he flipped again?

I think you should produce the 1999 memo since you seem to be hanging your hat on it.

A statement by Giuliani has only an infinitesimal chance of being more truthful than a statement by Trump. I wouldn't accept anything said by either without multiple sources agreeing.

Giuliani: Robert Mueller Has Said Special Counsel Will Not Indict Trump

Since 1973, the Justice Department’s Office of Legal Counsel has maintained a policy that a sitting president may not be prosecuted or indicted. That policy was first articulated during the Nixon administration’s Watergate scandal, and was reaffirmed in 2000 following the assorted scandals of the Clinton presidency.

It exists, but it's only a policy. They can easily change policies, but my guess is Mueller will probably abide by the old rule. However, there are no guarantees.

Giuliani said Mueller will follow the Justice Department policy stating that a sitting president may not be indicted.

In a statement to CNN, Giuliani said, “All they get to do is write a report.”

”They can’t indict. At least they acknowledged that to us after some battling, they acknowledged that to us,” he added.

The Justice Department’s guidance on whether it can indict a sitting president is laid out in a 1999 memo.

“This case is essentially over,” Giuliani told Fox. “They’re just in denial.”

President Trump hired Giuliani in April to help negotiate an end to the Russia probe, which has yet to yield any evidence of collusion between the Trump team and Russia after a year.

Giuliani’s hiring signified a shift in the Trump legal team towards a more aggressive handling of Mueller’s investigation, a stark contrast to former White House lawyer Ty Cobb, who promised back in January that the Russia probe would conclude in four to six weeks.

In August of 2017, Cobb predicted that the Special Counsel would be concluded by Thanksgiving. On multiple occasions, reporters overheard Cobb discussing details of the case loudly in public.

Giuliani’s comments come less than 24 hours after telling NBC News that President Trump is in a “holding pattern” regarding a potential face-to-face interview with Mueller.

Well he is walking it back tonight. This is what happens when you get your orders from FOX News. Fox News gave us John Bolton and he might have just ended the NK meeting, and that means Trump will be unhappy since that was to be his ticket to the Nobel Prize. Could be Mob Boss Trump will realize the far right never have done anything correct. Just think Trump on CNN, and MSNBC. The enablers will have problems since they can not change channels on their own. That is a really hard task.
