Switch primary and secondary users

Several years ago, my wife created and account with me as secondary. She lost interest and didn't renew. When I retired, I couldn't create an account as I was secondary on her account. What do I need to do to switch myself to primary and my wife to secondary user?

Thank you. I was trying to switch myself and put my husband primary. The reason is I was trying to sign my husband up for a vision plan through AARP. Because I was primary the 3 choices were myself, myself/husband and Family plan. I only needed my husband on a plan. My UHC insurance already had vision.
