Mom needs a ride from her state to another state.

My mom lives in Montana and needs to travel to Washington state for a procedure to remove a mass growing in her lower colon.  The hospital where she is cannot do the procedure and called around only to find during the pandemic, everyone is overflowing and cannot take her.  The only place is an outpatient clinic.  We as family live out of state, dad died last year.  Mom says the hospital doesn't believe mom's health insurance/Medicare will pick up the cost.  Is there a service in Montana she can call to set up ride to and from Washington state that won't drain her bank account?  She's not receiving very much in SS.  Any help would be appreciated.  Thank you
