What kind of policy are you talking about ? It sounds like you maybe talking about a Medicare Supplimental (Medicare Medigap) policy.
If so, what type of rating mechanism does the policy use ?

Another thing that might be coming into play is whether or not the UHC Medigap policy which you chose began with giving you a discount in the beginning years and now that has expired.
If it is not a Medicare Supplimental (Medigap) policy that you are talking about, give details on the type category of the health insurance and what state you have the policy.
