Have you visited the Social Security web site? Have you created an account? Read the FAQs. Call or visit your local Social Security office and ask them.

This pamphlet from the SSA should answer your questions - 

I believe the 5-year residency requirement as your spouse might be the problem.

Spouse Would have to in US to secure a SSA  identifying number number - probably not a SS number but the like -

 

However, you can always check the Additional residency requirements for dependents and survivors described on page 9.

 

We do have an international relationship with Japan but there has to be adherence to the additional residency requirements -'check that out on the SSA website given in the information.

Does a non resident alien spouse of a US citizen need a social security number to receive spousal social security benefit payments or is the ITIN a suitable substitute at age 62 or full retirement age 67?

The non resident alien spouse is a Japanese citizen living in Japan.

Never lived with US husband in the States.

Never worked in the States.

Never paid into social security.

Has been married to the US citizen for over a year.

If anyone has a Social Security .gov web site to back up their response it would be more than appreciated.
