Florida Housing shortage & price inflation

My wife & I have our eye on doing some "snow-birding" this winter, but we are not sure we can "pull it off" financially.  We have kids in the Tampa bay/St. Pete areas so we are kind of tied in to that general vicinity. I am looking in to renting a manufactured home, but have discovered that area Real-estate agents and park owner/managers have formed a little "unholy alliance" in keeping lot-rent prices as a nasty "gotcha" surprise.  In many cases these are no small item, and range from just a couple of hundred to a couple of Thousand dollars per month..  Just an FYI folks, and don't allow these people to dazzle you with a cheap purchase or rental price, without including all utility and lot-rent costs-they can be a deal-breaker !
