If you walk on a treadmill at a constant speed and incline, you’ll burn about the same number of calories in the second hour as in the first hour.

Many fitness watches give you a good idea of this based on your stride length. But I’ve noticed when I’ve walked in the neighborhood, not a treadmill, my pace is not always the same. Sometimes slower, sometimes faster. I would imagine based on your criteria you gave it should be about the same. However, usually when someone first starts they have more energy and tend to move at a good clip, unlike the second half where they tend to lag a bit as your muscle fatigue creeps in.
