possible security threat?

AARP does provide useful information about possible security threats so I am wondering why preprint personal information is permitted on unsolicited proproganda such as enclosures within the magazine, mailings, etc.?  Seems counterproductive.  For example, the recent April/May 2019 edition of AARP Magazine included a Medicare enrollment form preprinted with my name.
