Need Personal Transportation

Last year I moved to a rural community in Tennessee. Shopping is over four miles away and farther. I don't have a car and could not afford one. Many things I have to order online and can't always get the best deal. What I need is a street legal golf cart. The roads are paved but there are no sidewalks. A motorized chair would not be feasible as there are railroads to cross and the small wheels would not navigate them. I need an enclosed vehicle that would get me to and from the above-mentioned areas. The cart I would need is about $6k and is beyond my budget. 

I'm asking for suggestions to try to raise the funds and/or Finacial institutes that would assist me in getting to my goal to pay a portion of the cost and get me financing to pay off the debt.
