2004 CAR REPOSSESION

Car repossessed in 2004 and sold by Triad Financial Corp. Received notice from Business Administrative Services LLC in Amherst, NY on behalf of Oakfield Investments LLC January 5th stating if I don't pay a one time offer of $617.26 they will file a 1099-C for $6,172.58 from 2023. Can they do this and if so am I liable.
