Each year 3 prominent Veterans organizations (DAV, PVA, and VFW) collaborate to author The Independent Budget to present budget and policy recommendations to Congress and the
Administration. 

"This budget report serves as our benchmark for properly funding the Department of Veterans Affairs (VA) to ensure the delivery of timely, quality health care and accurate and appropriate benefits."
