Oh yes, turning on the oven and/or stove burners puts out quite a bit of heat.  Ever stand near your stove while cooking?  And as for a hood with a fan over the oven/stove, sure it will help take some of the heat out but you are also sucking your a/c cooled air out with it.  I'm in Phoenix, Arizona and don't turn my oven on from about mid-April thru the end of September.  I have a roaster in my garage and when I use my slow cooker, it also goes out into the garage because it also radiates heat in the house.
