Two identical cards, but different redemption points?

Currently, there are two eGift cards available in the catalog.

1-800 Baskets.com $5 20,000 points
Fruit Bouquets $5 12,000 points

Both the above gift cards are issued by the same parent company (1-800 Flowers) and they both can be used at any of the 1-800 Flowers family of companies. So in other words, one can redeem Fruit Boquets gift card at 1-800 Baskets and vice-versa.

Given that they are essentially identical cards, why is there such a big point difference? Can we have some consistency in how gift cards are valued at?
